Issues management and crisis preparedness

Repeated complaints, emerging policy changes or an unresolved operational problem can require a coordinated response before they become a crisis. SCA assesses issues and prepares communications arrangements for the incidents an organisation could face.

## Issues that need a decision

The first discussion examines the concern, the people affected, what is known and which decisions remain open. SCA asks for the relevant correspondence, complaints, operating facts and current response arrangements so the assessment rests on evidence the organisation can check.

An issues assignment can produce an assessment and an issues register showing the concern, its significance, the responsible person, the decision required and the next action. The register is useful when it informs management decisions and is reviewed as facts change.

## Preparedness for an incident

Preparedness work starts with the incidents the organisation could reasonably face and the people who would lead its response. SCA can prepare a communications plan covering fact checking, approval authority, spokesperson responsibilities, initial statements and communication with affected people and staff.

The client supplies its incident procedures and the operational contacts needed to test whether those arrangements are workable. A communications plan must fit the operational response and statutory reporting requirements identified by the responsible specialists.

## Outputs and availability

The written scope distinguishes ongoing issues advice from a defined preparedness assignment. It identifies the documents, review process, timing and client responsibilities, and is quoted before work starts. Any support during an actual incident requires a separate agreement about scope and availability.
