SCA starts engagement while a policy, a regulation or a project can still change, so that what people say can shape the result. It uses the International Association for Public Participation’s spectrum, a scale of influence, to explain what participants can influence, and records what people were told, what they said and what changed.

The engagement report: who took part, what was raised and what changed in response. SCA analyses what was heard, tells participants how their input was used, and evaluates each programme against what it set out to do.
