SCA offers engagement and corporate affairs support to government agencies and market bodies preparing policy, regulatory or service decisions. An assignment can cover consultation planning, facilitated discussions, submissions analysis, briefing material or reporting back to participants.

## Preparing a consultation

A rule change at the Australian Energy Market Commission (AEMC), a revenue determination at the Australian Energy Regulator (AER), a planning input to the Australian Energy Market Operator (AEMO) and an Essential Services Commission of South Australia (ESCOSA) price review each consult on a different question, and the consultation has to make clear which one it is. An agency may need help framing questions, reaching affected groups or choosing methods that fit its decision and timetable. SCA can prepare the consultation plan and participant material, facilitate discussions, and keep a record of the views and reasons raised.

The agency establishes what is open to influence, the statutory or policy requirements and who has authority to decide. SCA works within those boundaries and identifies the approvals needed before material is used.

## Turning responses into decision material

Consultation can leave an agency with submissions, meeting records and competing accounts of the problem. SCA can analyse that material, distinguish shared concerns from differences, and report the evidence, conditions and unresolved questions for the decision-maker.

The assignment can also include briefing material and a draft explanation of how the agency considered the responses. The agency retains responsibility for its decision, statutory obligations and approval of the public account.

## Agreeing an assignment

The first conversation covers the decision, participants, timetable and work already under way. A written scope and quote identify the outputs, review stages, information needed and client responsibilities before work starts. The work can be a defined part of a consultation programme or support through planning, delivery and reporting.
