The lease and the operational programme

A mining lease and operational approval serve different purposes in the department’s process. The project team needs to explain which approval it is seeking and the proposal being assessed, rather than using approval as a single milestone that obscures outstanding decisions.

The department’s public guidance is a starting point. The project’s specialists need to establish the applicable requirements, including other permissions, land access and any separate environmental or heritage obligations.

Information for affected people

Landholders and communities need an explanation of the proposed activity, its location and timing, and the evidence about effects that concern them. Material should identify where people can inspect the proposal, how they can participate and who can answer questions.

Engagement can also reveal questions the technical material has not answered in a usable form. A response should refer those questions to the responsible specialist and explain the resulting evidence without converting a qualified assessment into an assurance.
