South Australia’s energy transition: decisions and engagement

South Australia’s electricity system is part of the interconnected National Electricity Market, so local generation, demand and network decisions sit within a wider planning context. Engagement needs to connect that context to the choices and impacts of an individual proposal.

## The system need and the local choice

The Australian Energy Market Operator (AEMO) published its 2026 Integrated System Plan on 25 June 2026. The plan examines generation, storage and network investment to 2050. It helps explain dependencies between infrastructure proposals, but does not confirm every project’s approval, financing or construction date.

For an organisation preparing engagement, a system need may explain why options are being considered. The choice of route, site or design still needs project-specific evidence, including the alternatives considered and the effects on people around the proposal.

## From the distinction to engagement material

Consider a network upgrade with two route options, invented for this example. The technical team establishes the system need and the basis for comparing the routes. Landholders may ask about access and use of their land, neighbours about local effects, and businesses about construction traffic. A statement about the energy transition does not answer those questions.

The engagement team can prepare material that shows the options, explains the evidence available for each and identifies which decisions participants can influence. It should record questions the technical team still needs to answer, rather than treating an incomplete comparison as a settled choice.

After consultation, the decision material should show the concerns and alternatives raised, the evidence used to assess them and the reasons for the eventual choice. Where the preferred option changes, the team needs to explain that change to affected people and carry any new commitments into delivery.

## Public claims and the evidence behind them

Consumers may focus on bills and reliability while a landholder is concerned about the effect of a particular asset. Explain what the proposal can contribute, which outcomes depend on other investment or decisions, and which matters are outside the project’s control.

Use the date and definition behind any system statistic. Installed capacity, generation over a period, peak demand and a forecast are different measures. Before an announcement, confirm both the measure and the project’s actual stage with the responsible specialists. Engagement and corporate affairs material should use the same checked account.
