Two questions for the project team

The first question is which permissions the proposal needs and what evidence those processes require. The second is how affected people understand the proposal and which concerns need a response. Legal and technical advisers establish the approval requirements; engagement work helps identify and respond to the community questions.

Formal consultation may bring the two together, but its purpose and authority need to remain clear. A response submitted to an assessment process is evidence for that process, not a general vote on whether the project should proceed.

Explaining the decision and conditions

When an approval is granted, explain the decision, the relevant conditions and any further permissions still required. Avoid describing an intermediate approval as unconditional authority to construct or operate.

The organisation also needs to explain what will happen to concerns raised during consultation. A condition may address an issue directly; another concern may require an operational commitment or a continuing explanation. The responsible team should be able to distinguish those categories.

After approval

Changes to design or delivery can raise new questions even where an approval remains in force. The team needs a process for checking whether a change affects permissions, agreed commitments or information already given to people.
